Who is Todd Morley? If you don’t know Todd, he’s the always positive, genial big guy with a friendly smile who was appointed the Interim City Manager at the October City Council meeting. So you know, Todd’s not new to the City at all! Born at Cape Canaveral Hospital, Todd has lived in Brevard County his entire life. “l truly can’t imagine living anywhere else!” says Todd. A graduate of Cocoa High School and UCF, he’s a father to three children and married since 1991 to his wife, Carolyn.

Todd’s career began in the family construction business which provided him an opportunity to obtain his contractor license and start a career building custom homes and additions. This led to a fateful friendship with a Brevard County Building Official who encouraged him to join the ranks! Fast-forward to an internship under Jim McKnight’s leadership at the City of Rockledge. Todd was then hired by the City of Cape Canaveral in 2002 as a full-time building inspector and left his contracting days behind him. Never looking back, he was promoted to the Building Official position in 2003, the Community & Economic Development Director in 2010 and the Economic Development Director in 2015. Todd says he “enjoys the Economic Development side of City business because it gives me the opportunity to use relationship building skills to an even greater degree. This includes working with Council, developers, government agencies and many other liaison roles with the common goal of consensus building.”

Todd says that he really gained a full appreciation of the two distinct components of the Cape Canaveral Community: Residential + Commercial. “Both have the desire to thrive and their needs are very different.” Well said, Todd!

In Todd’s new role of Interim City Manager his goals include:

  • Promoting and encouraging unity and civility on City Council.
  • Continually supporting the City Vision Statement through the evolution of Capital Projects, creative ideas and innovative concepts.
  • Redeveloping aging buildings to reduce blight.
  • Maintaining the Community’s unique quality of life.

Todd was overjoyed to be selected as the Interim City Manager and sincerely welcomes Community input. Todd says, “The Community has made it clear that they want someone in this position who is FAIR. I am that guy.” He plans to put himself out in the Community as much as possible to meet as many residents in person as he can. If you see him around the City, he encourages you to please stop him and say hi!
